Royal Decree RD 1066/2001 approves the Regulation that establishes conditions for the protection of the public radioelectric domain, restrictions on radioelectric emissions and health protection measures against radioelectric emissions. This decree is based on the European directive and establishes maximum levels for electromagnetic fields, as well as a protocol for their measurement.

It establishes:
- Maximum levels of radioelectric exposure. In accordance with European directives and the recommendations of health organizations. It establishes maximum field densities for the environment of the emitting antennas.
- Emission measurement and control protocol.
- These reference levels will help us to ensure that we do not exceed the exposure to the fields recommended by health organizations.
Maximum tolerable electromagnetic field levels
The reference levels are the maximum field we can have (as an average) to respect the maximum exposure levels. The measurement should be averaged over 6 minutes and is usually done with a broadband probe up to 3 Ghz.
As can be seen, in the frequency band most commonly used in mobile telephony (400-2000Mhz), which is the type of emission that generates most of the conflicts, the highest admissible field density is 27.5 V/m.
This level is met in most of the measurements performed by K2Ingenieros, although there may be special cases in which these levels are exceeded and it is necessary to make additional measurements. It is very prudent to set the alert level at 20 V/m and investigate further if it is exceeded: measure at more points, at other times, etc. otherwise it could incur in illegality and / or in conditions harmful to health.
The usual levels are between 0.5 and 2V/m in city centers or in the vicinity of transmitter towers. The highest values in cities are usually recorded on the rooftops of buildings or in rooms that have a direct line of sight to cell phone transmitter panels. In these cases, it is rare to exceed 10V/m of radiolelectric radiation level.
All measurements performed by K2Ingenieros are made in accordance with these regulations, as well as the Order CTE/23/2002 of January 11, 2002, and the order ITC/749/2010 that modifies it.
